EXTERNAL ASSURANCE ON SUBCONTRACTING CONTROLS
2019-20 Subcontracting Assurance Certification should be completed within 12 months of your last certificate date
The Education and Skills Funding Agency have reviewed the potential risks associated with subcontracted delivery and in order to mitigate risk they have introduced a contractual requirement for providers to commission an annual Subcontracting Assurance Review.
ESFA GUIDANCE STATES:
Where THE CONTRACTOR enters into sub-contracts for purpose of delivering the Services under this Contract with an aggregate value of £100,000 or more in any one Contract year, it must obtain an annual report from its external auditors which provides assurance on the arrangements that THE CONTRACTOR has in place to manage and control its sub-contractors. The report must comply with the guidance issued from time to time by THE ESFA. THE CONTRACTOR must supply THE ESFA with a certificate signed by its external auditors and an authorised signatory confirming it has received a report providing satisfactory assurance. THE ESFA reserves the right to require THE CONTRACTOR to provide a copy of the full report.

On engagement, we will share with you a summary document which sets out the areas to be tested and we will agree a mutually convenient date for an initial visit. During the initial visit we will talk through each of the auditable areas with you, reviewing key documentation where appropriate, to allow us to form an early view of your areas of strength and vulnerability. In the days/weeks that follow the initial visit, we will support you to address the areas of vulnerability identified and then go on to produce a summary report with any outstanding recommendations. The report, together with your action plan written in response to the recommendations made, will be reviewed by our Audit Director with a view to signing off your certificate for submission to the SFA.
